Tbilisi State Medical University — MD (MBBS) Fees & Admission 2026
Tbilisi State Medical University (TSMU) is a state medical university in Tbilisi, Georgia, and Georgia awards a Medical Doctor (MD) degree rather than an MBBS. Tbilisi State Medical University fee structure
TSMU publishes one tuition figure for the English-medium Medical Doctor programme on its own page for prospective international students. It does not label that figure with an academic year, and it does not publish accommodation or living costs alongside it.
Source: Tbilisi State Medical University's own page "One-cycle Higher Educational Programmes are available in English" (tsmu.edu), which lists the Medical Doctor Program (English Medium) at 8,000 USD per year. The university does not state an academic year against that figure, so treat it as the current published rate and confirm the rate for your intake in writing. Excluded from it: accommodation, food, health insurance, travel, document translation and notarisation, the National Center for Educational Quality Enhancement recognition step, and living costs — none of which TSMU publishes with the tuition. The university prices the programme in US dollars and publishes no rupee figure; any INR amount you are quoted is approximate and moves with the exchange rate on the day each instalment is paid.

Eligibility criteria
What TSMU asks of international applicants, plus the separate requirement Indian law places on you:
- School Qualification: High school certificate (A level) — an original document certifying that the candidate received general education abroad during the last 2 years
- English Language: An internationally recognised language certificate showing a minimum level of B1 in English; TSMU states this is a mandatory part of the application
- NEET Exam (Indian students): Qualifying NEET-UG is an Indian requirement under NMC rules for anyone who wants to register to practise in India after a foreign medical degree; it is not listed on TSMU's own document checklist
- Age: TSMU does not publish a minimum age on its admission pages. Under Indian NEET rules you must be 17 by 31 December of the admission year
- Applicants under 18: A translated birth certificate and the passports of parents or guardians are additionally required
Admission process 2026
TSMU publishes its admission route for international students in three steps. Applications and questions go to admissions@tsmu.edu (tel. 032 2 54 24 77, documents accepted Monday–Friday).
- Step 1 — assemble the documents TSMU lists: passport, high school certificate (A level) covering the last two years of general education abroad, and an internationally recognised English certificate at B1 or above. Transfer students add an official transcript from their university; if someone else submits your papers they need a power of attorney.
- Step 2 — complete the application form and provide an email address, sit the online interview (TSMU's admissions page for the International Faculty of Medicine and Stomatology refers to a Zoom interview), and receive the offer letter.
- Step 3 — take your documents to the National Center for Educational Quality Enhancement. All documents must be translated into Georgian and notarised, in two original copies.
- Apply for the Georgian study visa if you need one. Georgian universities' admissions pages refer to the D3 immigration visa for study; check your own position with the Georgian embassy or consulate (geoconsul.gov.ge), because visa-free entry applies to some nationalities.
- Pay the tuition instalment, complete enrolment with the Division of International Students Admission and Services, and arrange your accommodation in Tbilisi before you travel.
Documents required
The documents TSMU's "How To Apply — For International Students" page lists:
- Passport
- High school certificate (A level) — original, certifying general education abroad during the last 2 years
- Internationally recognised English language certificate, minimum level B1
- Official university transcript (transfer students only)
- Translated birth certificate and parents'/guardians' passports (applicants under 18)
- Power of attorney (if another person submits your documents)
- All documents translated into Georgian and notarised, in two original copies, for the National Center for Educational Quality Enhancement
- NEET-UG scorecard — needed for your Indian registration file rather than by TSMU's own checklist
Hostel & accommodation
TSMU does not currently operate a student residence. Its own "Student Dormitory" page states that the university is constructing one and that the construction process is in an active phase — so accommodation for the current intake has to be arranged privately in Tbilisi.
- Current position: No university dormitory in operation; TSMU's dormitory is under construction and the university publishes no accommodation charge
- Planned residence: A seven-floor Student Dormitory/Hotel at 14 Uznadze Street in Tbilisi, for up to 800 residents, with a total construction area of 16,000 sq. m.
- Planned facilities: Library facilities, dining areas, space for sport and recreation, underground parking for 25 vehicles, and both individual and shared rooms
- Meals: TSMU publishes no mess or catering arrangement for international students; do not assume an Indian mess on campus
- What to confirm: Ask the Division of International Students Admission and Services in writing what housing help is available for your intake, and get any rent quoted to you in writing before you pay
Clinical training
What TSMU's own programme document says about practical training:
- Integration of theoretical and practical teaching is set out as an essential condition of teaching at the faculty of medicine.
- Clinical skills are developed in virtual simulation centres and in the clinical environment.
- Teaching is described as student-oriented, using case teaching, discussions, empirical teaching, seminars and projects.
- Sixth-year courses include family medicine, introducing students to primary care and the wider health care system.
- Ask the faculty in writing which hospitals and clinics your cohort rotates through, and how the final year is structured, before you accept an offer.
Recognition & accreditation
The National Medical Commission states that it "does not endorse any list of Foreign Medical Institutions/ Universities for MBBS or equivalent course", so no foreign medical university is "NMC approved". What decides your eligibility to register in India is the course you take. Verify the following directly with the university, in writing:
- TSMU is a state (public) medical university in Georgia, and enrolment of international students runs through Georgia's National Center for Educational Quality Enhancement (eqe.ge) — ask for that recognition document in your own name.
- Check the course against the NMC's Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021 — at least 54 months of study, a 12-month internship at the same institution, and English as the medium of instruction throughout.
- Confirm the university is registered with the body competent to grant a licence to practise medicine in its own country, on the same terms as that country's own graduates.
- Look the university up yourself in the World Directory of Medical Schools (wdoms.org). A listing records that a school exists — it is not an accreditation, a recognition or an endorsement.
- Ask TSMU in writing whether the English-medium MD programme includes a 12-month internship at the same institution, because that is what the Indian regulations turn on.
Career opportunities
What a Georgian MD does and does not give you — check each step against the current rules before you rely on it:
- To practise in India you must clear the Indian screening examination and complete a further 12 months of supervised internship in India, on top of meeting the FMGL Regulations, 2021.
- Licensing routes in other countries (for example the USMLE in the United States or UKMLA/PLAB in the United Kingdom) each set their own eligibility conditions for graduates of foreign medical schools; verify them with the relevant regulator, not with an agent.
- Postgraduate training places in Georgia and elsewhere are competitive and are not guaranteed by the degree.
Student life
Practical notes for international students in Tbilisi:
- TSMU runs a Division of International Students Admission and Services as the point of contact for admission and student support questions.
- The administrative building is at 33 Vazha-Pshavela Avenue, 0186 Tbilisi.
- Tbilisi is a capital city with public transport, a wide range of food options and lower living costs than most European capitals.
- Because the university dormitory is not yet open, budget for private rent and utilities from your first month.
Tbilisi State Medical University (TSMU) — frequently asked questions
What is the MD (MBBS) tuition fee at Tbilisi State Medical University?
TSMU's own page for international students lists the Medical Doctor Program (English Medium) at 8,000 USD per year. The university does not label that figure with an academic year, so treat it as the current published rate and confirm the rate that applies to your intake in writing before you pay.
What does the US$8,000 a year not cover?
Accommodation, food, health insurance, travel, document translation and notarisation, the National Center for Educational Quality Enhancement recognition step and day-to-day living costs. TSMU publishes only the tuition figure, so ask for a written breakdown of everything else before you transfer money.
Does TSMU award an MBBS or an MD degree?
Georgia awards a Medical Doctor (MD) degree, not an MBBS. TSMU's programme document gives the degree awarded as Medical Doctor (MD), 360 ECTS credits, taught in English. It is the equivalent qualification, and Indian students still have to meet the NMC's requirements for foreign medical graduates to practise in India.
What is the admission process at TSMU for international students?
Three steps, as TSMU publishes them: submit your documents (passport, high school A-level certificate, English certificate at B1 or above); complete the application form and the online interview and receive the offer letter; then take your translated, notarised documents to the National Center for Educational Quality Enhancement. Applications go to admissions@tsmu.edu.
What documents does TSMU ask for?
A passport, an original high school certificate (A level) certifying general education abroad during the last two years, and an internationally recognised English certificate at minimum B1. Applicants under 18 add a translated birth certificate and their parents' or guardians' passports; transfer students add an official university transcript. Everything must be translated into Georgian and notarised in two original copies.
Is NEET required for MBBS admission at TSMU?
NEET-UG does not appear on TSMU's own document checklist, but it is an Indian requirement: under NMC rules an Indian student must have qualified in NEET-UG to be eligible to register and practise in India after a foreign medical degree. Treat it as mandatory if India is where you intend to practise.
Who is eligible for the English-medium MD programme?
Applicants with a high school certificate (A level) showing they received general education abroad during the last two years, plus an English certificate at B1 or above. TSMU publishes no minimum age; Indian NEET rules require you to be 17 by 31 December of the admission year.
How long is the programme and what is the medium of instruction?
Six years of study, 360 ECTS credits, with English as the language of instruction for the whole English-medium Medical Doctor programme.
When is the intake at TSMU?
Teaching follows the Georgian academic year, which begins with the autumn semester in September. TSMU does not publish a fixed application deadline for international students on its admission pages, so ask the Division of International Students Admission and Services for the current window and cut-off date.
Does TSMU provide a hostel for international students?
Not yet. TSMU's own Student Dormitory page says the university is constructing a dormitory and that construction is in an active phase — a seven-floor building at 14 Uznadze Street for up to 800 residents. Until it opens, students arrange private accommodation in Tbilisi, and the university publishes no accommodation charge or mess arrangement.
