Far Eastern State Medical University — MBBS Fees & Admission 2026
Far Eastern State Medical University (FESMU) is a federal state medical university in Khabarovsk, run by Russia's Ministry of Health and created on 2 October 1930 as the Khabarovsk Medical Institute. It teaches the six-year Лечебное дело (General Medicine) specialist degree, and for foreign citizens it prices a separate "adapted bilingual teaching programme": 380,000 roubles for the first year under the university's order No. 219 of 22 May 2026 for the 2026-2027 session, then 395,200 roubles in year two and 375,772 roubles in year three. This page is for Indian applicants comparing Russian options — the decisive requirement on the Indian side is a qualifying NEET-UG score, which the National Medical Commission needs before you can register at home.
The university sits on Muravyov-Amursky Street in central Khabarovsk, with teaching also delivered on Krasnodarskaya Street. Alongside General Medicine it runs Paediatrics, Dentistry, Pharmacy, Medical Biochemistry, Clinical Psychology, Social Work and Nursing, plus a medical-pharmaceutical college and residency and postgraduate programmes.
Two separate tariffs matter to an international applicant. The university's 2026/2027 orders price Лечебное дело at 324,800 roubles for the first year for Russian and foreign citizens alike on the standard Russian-taught programme, and 380,000 roubles for the first year on the adapted bilingual programme offered to foreign citizens. Ask the international office in writing which programme your offer is for before you pay anything.

Why choose Far Eastern State Medical University?
FESMU is a long-established state medical university in Russia's Far East. Here is what an Indian applicant can actually check for themselves:
- State university under the Ministry of Health: FESMU's own "Основные сведения" page records the Ministry of Health of the Russian Federation as its founder. Course structure, recognition and admission requirements are set by the university and by the regulator in its own country, and should be confirmed in writing for your intake year before you apply.
- Published tuition tariffs: The university publishes its tuition orders as PDFs each year at fesmu.ru, so you can read the figure that applies to your year of study rather than relying on an agent's quote.
- Long teaching history: The institution has run medical education in Khabarovsk since 1930 and was renamed Far Eastern State Medical University in 1996.
- Hospital-based clinical teaching: Clinical subjects are taught on hospital bases in Khabarovsk. Ask the university which hospitals your cohort will be placed in and in which language ward work is conducted.
MBBS course overview
The qualification is the Russian specialist degree in Лечебное дело (code 31.05.01), which the university's tariff orders list as a six-year full-time programme. It is the Russian equivalent of an MBBS and is what Indian students apply for.
For foreign citizens the university prices a distinct "адаптированная программа билингвального преподавания" — an adapted bilingual teaching programme. That is the official description in the 2026/2027 tariff orders; it is not described by the university as a wholly English-medium course, so confirm in writing how much of your course will be taught in English and from which year ward work switches to Russian.

Far Eastern State Medical University fee structure
The figures below are the university's own tariffs for the 2026-2027 academic year, taken from the orders it publishes at fesmu.ru. Tuition is not flat: FESMU sets a different amount for each year of study, and re-issues the tariff every spring.
Source: Far Eastern State Medical University's own orders on tuition for the 2026/2027 academic year — order No. 219 of 22.05.2026 (first-year students, effective 01.09.2026) and order No. 218 of 22.05.2026 (continuing students), both published at fesmu.ru and based on the Academic Council decision of 21.05.2026, protocol No. 13. The bilingual rows are the tariff "для иностранных граждан, с адаптированной программой билингвального преподавания"; the last row is the standard Лечебное дело tariff that applies to Russian and foreign citizens alike. The orders do not list years 4-6 of the bilingual programme, so ask the university what those years will cost. Tuition does not include the hostel, meals, medical insurance, medical examination, travel or personal costs. There is no official rupee figure — your rupee cost depends on the exchange rate on the day each instalment is paid.
- 1st year, bilingual programme (2026-27): 380,000 RUB
- 2nd year, bilingual programme (2026-27): 395,200 RUB
- 3rd year, bilingual programme (2026-27): 375,772 RUB
- 4th-6th years, bilingual programme: Not set in the 2026-27 orders — confirm in writing
- 1st year, Russian-taught programme (2026-27): 324,800 RUB
Eligibility criteria
Two sets of rules apply: the university's own admission requirements, and the Indian rules that decide whether you can register to practise after you graduate. Confirm both before you apply.
- Academic Qualification: 10+2 (or equivalent) with Physics, Chemistry and Biology
- Minimum Marks (Indian rule): 50% aggregate in Physics, Chemistry and Biology (40% for reserved categories), as required by India's National Medical Commission for an Eligibility Certificate
- NEET-UG (Indian rule): A qualifying NEET-UG score is required of Indian citizens by the NMC before studying medicine abroad
- Age (Indian rule): At least 17 years old by 31 December of the admission year
- Language: Confirm with the university what English and Russian ability it expects for the adapted bilingual programme
- Passport: A valid international passport — Russian missions expect substantial remaining validity
Admission process 2026
Admission to a Russian university on a contract basis runs through the university's international office, which issues the invitation you need for a student visa. Classes begin on 1 September.
- Contact the FESMU international office and apply for the programme, sending scans of your passport and education documents.
- Have your Class 10 and Class 12 documents assessed, and obtain an NMC Eligibility Certificate on the Indian side.
- Receive the university's invitation (приглашение), which is issued through the Russian migration authorities.
- Apply for a Russian student visa at a Russian embassy or consulate using that invitation.
- Pay the tuition instalment the university asks for, in roubles, as its contract specifies.
- Travel to Khabarovsk, complete migration registration and arrival formalities, and begin classes on 1 September.
Documents required
Prepare the following before you apply. Documents issued in India normally need legalisation or apostille and a certified Russian translation — ask the university which it requires for your country.
- Valid international passport
- Class 10 and Class 12 certificates and mark sheets
- NEET-UG scorecard
- NMC Eligibility Certificate (Indian applicants)
- Birth certificate
- Recent passport-size photographs
- Medical fitness certificate and a negative HIV test report
- Completed application form and the university's contract
Hostel & accommodation
FESMU runs student hostels and sets the charge by rector's order each year. It is a monthly charge per bed-space, not an annual lump sum, so budget on that basis.
- How it is charged: Per bed-space per month, fixed by rector's order No. 25 of 28.01.2026 (Academic Council decision of 27.01.2026, protocol No. 8)
- Published rate: For students on state-funded places, appendix 1 to that order gives 998.48-1,018.09 RUB per bed-space per month during the heating season and 847.18-886.79 RUB per month outside it, across hostels No. 2, 3 and 4
- Contract students: Students on paid (contract) places — which includes international students — are priced in a separate appendix to the same order. Ask the university in writing for the rate that will apply to you
- What is included: The published calculation covers rent plus utilities (heating, hot and cold water, sewerage, electricity and, in some blocks, gas)
- Meals: Not included in the hostel charge — confirm canteen and self-catering arrangements with the university
Clinical training
Clinical teaching is delivered on hospital bases in Khabarovsk. Confirm the detail for your cohort with the faculty before you accept an offer.
- Clinical subjects such as internal medicine, surgery, paediatrics and obstetrics are taught on hospital bases from the middle years of the course.
- Ask which hospitals your group will be placed in, and in which language ward rounds and patient interviews are conducted.
- The final year of the six-year specialist degree ends in the Russian state final attestation.
- If you intend to register in India, check how the university's internship arrangements sit against the NMC's requirement for a 12-month internship at the same institution.
Recognition & accreditation
The National Medical Commission states that it "does not endorse any list of Foreign Medical Institutions/ Universities for MBBS or equivalent course", so no foreign medical university is "NMC approved". What decides your eligibility to register in India is the course you take. Verify the following directly with the university, in writing:
- FESMU's own "Основные сведения" page names the Ministry of Health of the Russian Federation as its founder; ask the university for its current licence and state accreditation documents.
- Check the course against the NMC's Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021 — at least 54 months of study, a 12-month internship at the same institution, and English as the medium of instruction throughout. FESMU describes its programme for foreign citizens as an adapted bilingual one, so get the medium of instruction confirmed in writing for every year of the course.
- Confirm the university is registered with the body competent to grant a licence to practise medicine in its own country, on the same terms as that country's own graduates.
- Look the university up yourself in the World Directory of Medical Schools (wdoms.org). A listing records that a school exists — it is not an accreditation, a recognition or an endorsement.
Career opportunities
What you can do with the degree depends on the licensing rules of the country you want to work in, not on the university:
- To practise in India you must meet the NMC's FMGL Regulations, 2021, pass the screening examination and complete a further 12 months of supervised internship in India.
- Other licensing routes — USMLE in the United States, PLAB in the United Kingdom, AMC in Australia — set their own eligibility rules that you should check with those regulators directly.
- Postgraduate study in Russia (ординатура, аспирантура) is priced separately in the same university tariff orders.
Far Eastern State Medical University (FESMU) — frequently asked questions
What is the tuition fee at Far Eastern State Medical University for 2026-27?
Under the university's own orders of 22 May 2026, the adapted bilingual programme for foreign citizens in Лечебное дело costs 380,000 roubles for the first year, 395,200 roubles for the second and 375,772 roubles for the third in the 2026-2027 academic year. The standard Russian-taught Лечебное дело tariff, which applies to Russian and foreign citizens alike, is 324,800 roubles for the first year.
What is the total cost of the course, and what is excluded?
FESMU's 2026-2027 orders set prices only for years 1-3 of the bilingual programme, so there is no published six-year total yet — the first three years come to 1,150,972 roubles. The tariff is re-issued every spring and does not include the hostel, meals, medical insurance, medical examination, travel or personal costs. Ask the university for the figures that will apply to years 4-6 before you commit.
Is the MBBS course at FESMU taught in English?
The university's tariff orders call the programme for foreign citizens an "adapted bilingual teaching programme" (адаптированная программа билингвального преподавания). It is not described by FESMU as a wholly English-medium course. Because India's FMGL Regulations, 2021 expect English as the medium of instruction throughout, ask the university in writing how much of each year is taught in English before you accept an offer.
Is NEET required to study at FESMU?
Yes, for Indian students. India's National Medical Commission requires a qualifying NEET-UG score and an Eligibility Certificate before an Indian citizen studies medicine abroad. It is an Indian rule, not a FESMU entrance exam.
What is the eligibility for General Medicine at FESMU?
You need 10+2 with Physics, Chemistry and Biology and a valid passport. The 50% aggregate in PCB (40% for reserved categories), the NEET-UG qualification and the minimum age of 17 by 31 December of the admission year come from India's NMC rules. Confirm the university's own academic and language requirements with its international office.
How long is the course at FESMU?
Six years. The university's tariff orders list Лечебное дело (31.05.01) as a six-year full-time specialist programme ending in the Russian state final attestation.
What is the admission process at FESMU for Indian students?
Apply through the university's international office with scans of your passport and education documents, obtain your NMC Eligibility Certificate in India, wait for the university's invitation to be issued through the Russian migration authorities, apply for a student visa at a Russian mission, pay the instalment the contract specifies, then complete migration registration in Khabarovsk before classes begin on 1 September.
What documents are required for FESMU admission?
A valid international passport, Class 10 and Class 12 certificates and mark sheets, your NEET-UG scorecard, an NMC Eligibility Certificate, birth certificate, passport-size photographs, a medical fitness certificate and negative HIV test report, and the completed application and university contract. Indian documents normally need legalisation or apostille and a certified Russian translation.
When does the intake start at FESMU?
The Russian academic year begins on 1 September, and FESMU's 2026/2027 tariff orders take effect from 01.09.2026. The university sets its own application window for international applicants each year — ask the international office for this year's closing dates, because the invitation and visa steps take time.
How much is the hostel at FESMU?
The hostel is charged per bed-space per month, not as an annual fee, and the rate is set by rector's order each year. Order No. 25 of 28.01.2026 gives 998.48-1,018.09 roubles per bed-space per month during the heating season and 847.18-886.79 roubles outside it for students on state-funded places. Contract students, including international students, are priced in a separate appendix — ask the university for that figure in writing.
