Vinnytsia National Medical University (VNMU) — Fees & Admission

Vinnytsia National Pirogov Memorial Medical University (VNMU) is a state medical university in Vinnytsia, central Ukraine, and one of the Ukrainian universities Indian students ask about most. This page sets out what is actually documented on the university's own site: its order No. 330/3 of 19 May 2025 prices English-medium Medicine at US$3,000 an academic year, it requires a NEET certificate from Indian applicants, its entrance examinations are in biology, chemistry and English, and it was still publishing enrolment orders in August 2026. It also sets out what is not settled — Ukraine is at war, Ukrainian airspace is closed to civil aviation, and India's NMC has issued notices affecting graduates who studied online. Confirm everything in writing before you pay.

Founded in 1921 and named after the surgeon Nikolai Pirogov, VNMU sits under Ukraine's Ministry of Health and teaches foreign students through its Faculty for the Training of Foreign Citizens (foredean@vnmu.edu.ua).

Course structure, recognition and admission requirements are set by the university and by the regulator in its own country, and should be confirmed in writing for your intake year before you apply.

Why choose Vinnitsa National Medical University?

What VNMU can actually evidence for an Indian applicant, and what it cannot:

  • A published tuition order, not a quoted price: VNMU publishes the rector's signed order setting foreigners' tuition, with a figure per specialty and per language of instruction. You can read it yourself at vnmu.edu.ua rather than rely on an agent's number.
  • English-medium Medicine is priced in the order: The 2025-2026 order lists I2 Medicine taught in English at US$3,000 per academic year, against US$2,600 for the Ukrainian-medium version of the same programme.
  • Admissions were still running in 2026: VNMU published enrolment orders dated 15 September 2025, 20 October 2025 and 12 August 2026, so the university was still admitting students at the time of writing.
  • The NEET requirement is stated by the university itself: VNMU's published requirements for foreign applicants say that applicants from India are admitted on condition of a certificate confirming successful completion of NEET.
  • The war changes the practicalities, and the university does not answer them on its site: Where teaching, clinical rotations and internship physically take place now, how air-raid alerts affect timetables, and how you would travel in and out are not documented publicly. Ask for written answers before you commit money.
  • Course structure, recognition and admission requirements: These are set by the university and by the regulator in its own country, and should be confirmed in writing for your intake year before you apply.

MBBS course overview

VNMU's programme for foreign students is specialty I2 (222) Medicine at the second, Master's level of Ukrainian higher education — a single-cycle degree, not an Indian-style MBBS.

In Ukraine the internship (інтернатура) is a separate postgraduate stage entered after the Master's degree, not the final year of it. That matters for the NMC's Foreign Medical Graduate Licentiate Regulations, 2021, which expect a 12-month internship at the same institution, so ask VNMU in writing how your internship would be arranged and certified.

  • Degree: Master's degree in Medicine (specialty I2 / 222), professional qualification of doctor
  • Medium of instruction: English or Ukrainian — the two are priced differently in the tuition order
  • Intake: VNMU publishes its enrolment orders at vnmu.edu.ua — the most recent at the time of writing was No. 270 of 12 August 2026. Confirm your intake dates with the Selection Commission.

Courses offered

  • I2 Medicine (Master's) — See the tuition order and confirm in writing
  • I1 Dentistry (Master's) — 4 years 10 months per the 2025-26 order
  • I8 Pharmacy, industrial pharmacy (Master's) — 4 years 10 months per the 2025-26 order

Vinnitsa National Medical University fee structure

These figures come from VNMU's own signed tuition order, not from an agency price list:

Source: VNMU order No. 330/3 of 19 May 2025, “On setting the cost of study for foreigners and stateless persons in the 2025-2026 academic year”, in force from 1 September 2025, signed by rector Viktoriia Petrushenko and published at vnmu.edu.ua. Its annex prices I2 Medicine taught in English, full-time, at US$3,000 per academic year and US$15,000 for the whole course (five annual payments); the Ukrainian-medium version of the same programme is US$2,600 a year. The annex states the course length as 4 years 10 months, whereas Ukraine's Medicine degree taken on the basis of a school-leaving certificate normally runs 5 years 10 months — ask VNMU in writing how many years you will be billed for before you sign. Tuition is payable in the hryvnia equivalent at the National Bank of Ukraine rate on the day of payment. The order does not cover hostel, meals, the compulsory medical insurance you must hold for the whole period of study, the preparatory faculty, translation or legalisation of documents, or travel. VNMU had not published a 2026-2027 foreigners' order at the time of writing, so ask for the order that will apply to your intake, in writing, before you pay.

  • 1st year (2025-26 order, English-medium Medicine): US$3,000
  • 2nd year: US$3,000
  • 3rd year: US$3,000
  • 4th year: US$3,000
  • 5th year: US$3,000

Eligibility criteria

Two separate sets of rules apply — VNMU's, and India's. You must satisfy both.

  • VNMU: NEET (Indian applicants): VNMU's published requirements for foreign applicants state that applicants from the Republic of India are admitted on condition of a certificate confirming successful completion of NEET.
  • VNMU: entrance examinations: VNMU publishes entrance examination programmes and assessment criteria in biology, chemistry and English at vnmu.edu.ua.
  • VNMU: prior education: A legalised or apostilled school-leaving document showing subjects and grades, with a notarised Ukrainian translation.
  • India (NMC): NEET-UG: A valid NEET-UG qualifying score is required for an Indian student to be eligible to register in India after a foreign medical degree.
  • India (NMC): FMGL Regulations, 2021: At least 54 months of study, a 12-month internship at the same institution and English as the medium of instruction throughout, followed by the screening examination and a further 12 months of supervised internship in India.
  • India (NMC): online study: The NMC has published notices on foreign medical graduates who studied online, including one dated 18 March 2026 on compensating online study with physical onsite training at the foreign institution. Read the current notices at nmc.org.in before you apply.

Admission process 2026

VNMU publishes its own two-stage procedure for foreigners:

  • Send copies of your passport, your education document with grades (or an academic transcript) and your written consent to the processing of personal data to the Selection Commission at foredean@vnmu.edu.ua. The Commission may require the first two to be translated into Ukrainian.
  • Indian applicants also submit the NEET certificate, which VNMU's published requirements treat as a condition of admission.
  • VNMU issues an invitation to study through the Ministry of Education and Science system; the invitation is the basis for a Ukrainian student visa.
  • Apply for the visa at a Ukrainian diplomatic mission (distance admission is possible only for applicants who have the registered invitation, the information and consulting support package, and either the visa or completed legalisation of their education documents).
  • Sit VNMU's entrance examinations and submit the full paper file to the Selection Commission: the original invitation plus two copies, the education document and its appendix (original plus two copies each), a passport copy in two copies, a medical insurance policy for the whole period of study, a health certificate issued no more than two months before entry, and 8 photographs 30 x 40 mm.
  • Documents 2-5 on VNMU's list must be translated into Ukrainian with the translation notarised; the education documents must be certified in the issuing country and legalised by a Ukrainian foreign mission (or apostilled).
  • Sign the contract, pay, and register for a temporary residence permit through the State Migration Service.

Documents required

Taken from VNMU's published list of documents for the invitation and for enrolment:

  • Passport (copy for the invitation stage; original presented on enrolment)
  • Education document showing subjects and grades, or an academic transcript
  • Written consent to the processing of personal data
  • NEET certificate (Indian applicants)
  • Invitation to study from the Ministry of Education and Science (original and two copies)
  • Education document and its appendix — original and two copies each, legalised or apostilled, with notarised Ukrainian translation
  • Academic transcript, if you are transferring or resuming study from the second year
  • Medical insurance policy covering the whole period of study
  • Health certificate issued by an official health authority no more than two months before entry
  • 8 photographs, 30 x 40 mm

Hostel & accommodation

VNMU runs student hostels, but it does not publish a hostel tariff for foreign students alongside its tuition order, and its 2025-2026 tuition order expressly does not cover accommodation.

  • Cost: Not published in the tuition order. Ask the Faculty for the Training of Foreign Citizens for the hostel charge in writing, per month and per year, before you pay anything.
  • Room type and availability: Ask which hostel, how many students to a room, and whether a place is guaranteed for your intake — get it in the contract, not in an email from an agent.
  • Meals: Confirm separately. Mess and catering arrangements are not documented on the university's site.
  • Safety: Ask what shelter provision the hostel has and what happens during air-raid alerts. Ukraine is at war and this is a reasonable question to put in writing.

Clinical training

VNMU teaches on clinical bases in Vinnytsia and runs a University Clinic. What is not documented publicly is how clinical teaching is organised under war-time conditions, so treat the following as questions to ask rather than promises:

  • Which hospitals and clinical bases your rotations would actually take place in, and whether they are working normally.
  • How much of the course is currently delivered in person and how much online or in blended format — and whether any online delivery would later need to be compensated by physical onsite training for NMC purposes.
  • How the postgraduate internship would be arranged, where, and whether the certificate would satisfy the NMC's requirement for a 12-month internship at the same institution.
  • What happens to teaching and examinations during air-raid alerts and power interruptions.

Recognition & accreditation

The National Medical Commission states that it “does not endorse any list of Foreign Medical Institutions/ Universities for MBBS or equivalent course”, so no foreign medical university is “NMC approved”. What decides your eligibility to register in India is the course you take. Verify the following directly with the university, in writing:

  • VNMU is a state university under Ukraine's Ministry of Health; its admission of foreigners runs through the Ministry of Education and Science invitation system.
  • Check the course against the NMC's Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021 — at least 54 months of study, a 12-month internship at the same institution, and English as the medium of instruction throughout.
  • Ask in writing whether any part of your course would be delivered online, and read the NMC's current public notices on compensating online study at nmc.org.in.
  • Confirm the university is registered with the body competent to grant a licence to practise medicine in its own country, on the same terms as that country's own graduates.
  • Look the university up yourself in the World Directory of Medical Schools (wdoms.org). A listing records that a school exists — it is not an accreditation, a recognition or an endorsement.

Career opportunities

A Ukrainian Master's degree in Medicine does not by itself let you practise anywhere. Each country runs its own licensing route:

  • India: the NMC screening examination plus a further 12 months of supervised internship in India, provided your course meets the FMGL Regulations, 2021.
  • Other countries: USMLE (USA), PLAB (UK), AMC (Australia) and equivalent examinations all have their own eligibility rules, which you should check with the regulator concerned rather than with a university or an agent.

Student life

Practicalities that matter more than campus life right now:

  • Ukrainian airspace is closed to civil aviation. EASA's Conflict Zone Information Bulletin CZIB-2022-01R14, revised 24 July 2026, advises operators not to operate in Ukrainian airspace, including landings and departures, until 31 January 2027 unless reviewed earlier. You would travel overland, usually through Poland, Moldova or Slovakia.
  • Foreign students must hold medical insurance for the whole period of study under Ukrainian law.
  • A temporary residence permit is issued by the State Migration Service on the university's application, and there are deadlines tied to your visa expiry.
  • Check your own government's current travel advice for Ukraine before you book anything.

Vinnitsa National Medical University (VNMU Vinnytsia) — frequently asked questions

What is the official tuition fee at VNMU for Indian students?

VNMU's order No. 330/3 of 19 May 2025 sets I2 Medicine taught in English at US$3,000 per academic year and US$15,000 for the whole course, with the Ukrainian-medium version at US$2,600 a year. Tuition is paid in hryvnia at the National Bank of Ukraine rate on the day of payment. No 2026-2027 order for foreigners had been published at the time of writing, so ask for the order that will apply to your intake in writing before you pay.

Is NEET compulsory for Indian students at VNMU?

Yes, twice over. VNMU's own published requirements for foreign applicants state that Indian applicants are admitted on condition of a certificate confirming successful completion of NEET. Separately, a valid NEET-UG qualifying score is what makes you eligible to register in India after a foreign medical degree.

How long is the Medicine course at VNMU?

VNMU's 2025-2026 tuition order states 4 years 10 months for I2 Medicine and bills five annual payments, while Ukraine's Medicine degree taken on the basis of a school-leaving certificate normally runs 5 years 10 months. Because the NMC's FMGL Regulations require at least 54 months of study, ask VNMU in writing to confirm the exact duration for your intake before you commit.

Is the internship part of the degree at VNMU?

No. In Ukraine the internship (інтернатура) is a separate postgraduate stage entered after the Master's degree in Medicine, not the sixth year of it. The NMC expects a 12-month internship at the same institution, so ask VNMU in writing how your internship would be arranged, where, and how it would be certified.

Is it safe and practical to study in Vinnytsia right now?

Ukraine is at war and VNMU does not publish a statement on its site about how teaching is arranged under war-time conditions. Ukrainian airspace is closed to civil aviation under EASA bulletin CZIB-2022-01R14, currently until 31 January 2027, so you would travel overland. Ask the university in writing where teaching and clinical rotations physically take place, what shelter provision exists, and check your own government's travel advice. Do not treat pre-2022 descriptions of campus life as current.

Can I be admitted to VNMU without travelling to Ukraine?

Ukrainian rules allow distance admission, but only for applicants who already hold an invitation registered in the Ministry of Education and Science system, have taken the information and consulting support package, and either hold an entry visa or have completed legalisation of their education documents. You still hand over the originals in person when you first cross the Ukrainian border.

What entrance exams does VNMU set for foreign applicants?

VNMU publishes entrance examination programmes and assessment criteria in biology, chemistry and English at vnmu.edu.ua. Ask the Selection Commission for the current programmes and dates for your intake.

What documents does VNMU require?

For the invitation: passport copy, education document with grades or an academic transcript, and written consent to processing your personal data. For enrolment: the original invitation and two copies, the education document and its appendix (original plus two copies each), a passport copy in two copies, medical insurance for the whole period of study, a health certificate issued no more than two months before entry, and 8 photographs 30 x 40 mm. Documents must be translated into Ukrainian with notarised translation, and the education documents legalised or apostilled.

Does VNMU publish a hostel fee?

Not alongside its tuition order, and the order expressly does not cover accommodation. Ask the Faculty for the Training of Foreign Citizens for the hostel charge in writing before you pay anything. Treat any hostel figure quoted by a consultancy as unverified.

Does the NMC approve VNMU?

No foreign medical university is “NMC approved” — the Commission states that it does not endorse any list of foreign medical institutions. What decides whether you can register in India is whether your course meets the FMGL Regulations, 2021, followed by the screening examination and 12 months of supervised internship in India. The NMC has also published notices on foreign medical graduates who studied online, including one dated 18 March 2026; read the current notices at nmc.org.in before you apply.
